Bring large pot of water to boiling over high heat. Stir in the pasta shells and bring to a boil again. Cook the pasta, uncovered, until just slightly firm, about 13 mins. Drain well.
Brown the meat in a large skillet, drain. Stir in the taco seasoning and water,cook over low heat until thickened, about 5 mins. Stir in the refried beans and 3/4 cup cheddar cheese. Spoon meat mixture into shells.
Spoon 1/4 cup salsa onto bottom of 13 x 9 baking dish. Arrange filled shells over salsa. Spoon remaining salsa over shells.
Bake in preheated 350 degree over for 40 mins. Remove from oven, sprinkle green onion and 1/4 cup cheddar cheese. Serve with sour cream.
